In May 2025, Xinjiang Zhongneng Wanyuan Chemical Co., Ltd. commissioned Urumqi Hengda Blue Sky Environmental Protection Technology Co., Ltd. to undertake the environmental impact assessment (EIA) for the "Coal-Based New Materials Green, Low-Carbon, and Circular Integrated Construction Project" of Xinjiang Zhongneng Wanyuan Chemical Co., Ltd. To safeguard the legitimate environmental rights and interests of the public, enhance the scientific and targeted nature of the environmental impact assessment, and improve the rationality and effectiveness of environmental protection measures, the company is conducting the first public announcement of the project's EIA in accordance with the "Environmental Impact Assessment Law of the People's Republic of China" and the "Measures for Public Participation in Environmental Impact Assessment" (Ministry Order No. 4). This announcement aims to disclose relevant information about the project's environmental assessment and solicit public opinions and suggestions.

Project Name: Coal-Based New Materials Green, Low-Carbon, and Circular Integrated Construction Project of Xinjiang Zhongneng Wanyuan Chemical Co., Ltd.  

Project Location: Taxihe Industrial Park, Manas County, Changji Prefecture, Xinjiang  

Project Construction Content and Scale: The project plans to invest in the construction of the following production facilities:  

- Cyclohexanone unit (annual production capacity: 270,000 tons)  

- Caprolactam refining unit (annual production capacity: 300,000 tons)  

- Sulfuric acid unit (annual production capacity: 400,000 tons)  

- Ammonium sulfate unit (annual production capacity: 450,000 tons)  

- Hydrogen peroxide unit (annual production capacity: 400,000 tons)  

- Nylon chip unit (annual production capacity: 300,000 tons).
